Q: Can stakeholders introduce amendments via the Platform instead of using the Network Code amendment process (cf. Regulation (EC) No. 715/2009)?
A: The Functionality Process aims at finding pragmatic solutions/guidance on stakeholder issues within the framework of the existing Network Codes. If the Functionality Process indicates that a solution can only be achieved by changes to the network code in question, then the foreseen legal process is to be followed.
Q: Which Network Codes are covered by the Functionality process?
A: The Gas Network Codes Functionality Process covers the following Network Codes and Guidelines:
- Guidelines on Congestion Management Procedures, Commission Decision (EU) 2012/490
- Network Code on Capacity Allocation Mechanisms, Commission Regulation (EU) 2017/459
- Network Code on Gas Balancing of Transmission Networks, Commission Regulation (EU) 2014/312
- Network Code on Harmonised Transmission Tariff Structures for Gas, Commission Regulation (EU) 2017/460
- Network Code on Interoperability and Data Exchange Rules, Commission Regulation (EU) 2015/703
- Chapter 3 of Annex 1 to Regulation (EC) No 715/2009 (Transparency Annex)
Q: Are there specific timings for the process?
A: Issues can be reported at any time by Registered Users. The total time required for developing a solution will depend on the complexity of and priority given to the issue.
Q: What are the criteria for prioritisation?
A: The prioritisation will be performed in a non-discriminatory manner and will take into account the importance of the issue as well as the overall impact of the potential solution, for all stakeholders as well as for the market. Furthermore, the urgency with which the issue has to be solved will be taken into consideration.
Q: If an issue is determined to be a national issue what happens then?
A: Issues posted on the Platform which turn out to be more national than European in character will be sent to the concerned NRAs and/or TSOs for follow-up. If ACER and ENTSOG identifies that an issue posted as national might potentially become a regional, cross-border or European issue, this issue should be progressed further in the FUNC process.
Q: Is there a possibility to be informed by email (or other means) when new issues have been posted?
A: Registered Users may opt to be informed through email on updates/news to which they subscribe for. Different options for receiving notifications can be selected in the User’s settings. Additionally, an automated message is sent to the Registered User who posted or supported an issue when there is a change in the issue status. The same applies when documents related to the posted or supported issue are published.
Q: If I am not a Registered User, is there a way to be informed about the latest developments on the Platform?
A: In the News section all visitors of the FUNC Platform can read about workshops, public consultations, and the latest news on current issue developments.
Q: I had an account on the old FUNC Platform. Do I need to register again?
A: New FUNC Platform is much more technologically advanced and therfore it was impossible to move user accounts from the old Platform to the new one. To this end, all users, even those having the account on the old Platform, need to register again.
Q: Can my organisation have more than one user registered?
A: We recommend one account per organisation. If multiple accounts are necessary, please contact support@gasncfunc.eu and we will evaluate your request.
Q: I am leaving my company, what should I do with my account?
A: If you want to deregister from the Platform, or if your account should be transferred to another person within your organisation, please contact the support team of the Gas Network Codes Functionality Platform at
support@gasncfunc.eu or through the Contact form.
Q: I have already posted an issue, can I make modifications or add additional documents after it is published?
A: Yes, it is possible to modify or add content to an issue if necessary. We do however ask our users to limit any modifications to only correct inaccuracies in the initial post. Once an issue is published ACER and ENTSOG will start the issue validation and assessment process based on the available information. If the issue content is modified or expanded later in the process this might complicate and delay the process.
Q: How I can support an issue posted by someone else?
A: Please click on the ‘support’ icon in the upper right section of the issue page. Non-registered users can see the total support count for an issue whilst Registered Users can see the total support count as well as the Alias of the supporters.
Q: How I can comment on an issue?
A: Please use the comment box in the upper right section of the issue page. You comment will be visible to all users and visitors of the Functionality Platform.
